The English translation of the Welsh sentence "Oes ci gyda hi?" appears in Clozemaster as "Has he got a dog?" which is incorrect, since hi = she. He = e or o

Does this mean that we should do that following?

Unlink these.

eng
Has she got a dog?
eng
Does she have a dog?

Link this.

eng
Does he have a dog?

I'm not sure how this site works, so to half answer your question:

*Oes ci gyda hi?* means **Does she have a dog?**

and

*Oes ci gyda fe?* and *Oes ci gyda fo?* means **Does he have a dog?**

Fe is generally South Walian and Fo North Walian

> *Oes ci gyda hi?* means **Does she have a dog?**

The currently two English translations of this sentence are "Has she got a dog?" and "Does she have a dog?", so it seems like nothing needs to be changed.

It's possible that Clozemaster's database doesn't match Tatoeba, e.g. because they imported the data a long time ago and didn't update it since. But there's no indication in Tatoeba's logs that these sentences have ever been modified, so that's certainly a strange incident.
