I think "Lucy has as many friend as me." was the correct translation.
Alternatively:
"Lucy has as many friend as I have."
or
"Lucy and I have as many friends"
pick your choice ^_^
As i'm not a japanese speaker, i was only correcting it regarding to comments, as it's seems they didn't know how to favorite/correct a sentence, so now it let this sentence free, feel free to correct it :)
It looks to me like a Japanese person tried to translate
it into English, even though the English sentence has a lower id.

Here, I think that "the same _number_ of friends" is implied.
In English, you can only say
"as many things AS something else."
Here are some correct English sentences.
(This is natural spoken English, said by almost everyone,
not grammatically correct according to prescriptive rules,
but let's go with natural spoken language).
Lucy has about the same number of friends as me.
Lucy and I have about the same number of friends.
