Might I suggest:
...must have capital with which to begin.
(This will also sidestep the criticism of those who believe you should never end a sentence with a preposition.)
I accept your point CK, and I won't argue with it. Unfortunately I don't read Japanese. If this English sentence is a translation of the Japanese, one would have to ask whether the Japanese sentence is also in a lax style. If the Japanese is a bit more formal, you would be within your right to correct the sentence.☺
