Without the "is" it sounds like a headline, but I think the Japanese is not headline style. So I will add an "is".

Then I will remove the "is". I would have expected the Japanese to just be "ochiru" in a headline, but it depends a lot on how much space there is.

May be they are all quoting. (I agree about 陥る vs 陥っている)
