電子辞書:
彼女は二度と話しかけないと誓った。
I vowed that would never speak to her again.
-----------------------
「彼女は」→「彼女に」「彼女には」。
The original English was OK. The "she vowed that would never speak to somebody again." is plain *wrong* as a translation of the Japanese!
"I vowed that I..."
I agree.
There's some confusion here.
"彼女は二度と私に話しかけないと誓いました。"

is a correct sentence, but it means "She vowed that she would never speak to me again." so it must be unlinked.
"彼女は二度と話しかけないと誓った。"

"かのじょは二度と話しかけないと誓った。"

These two are the same, and we seldom write "彼女" in hiragana ("かのじょ").
Moreover, I think this sentence is incomplete. It means "She vowed that she would never speak to [to whom?] again."
I suggested 3 years ago that "かのじょは二度と話しかけないと誓った。" be removed. I have now changed the かのじょ to 彼女, so perhaps the clean-up script will get it.
