Quand c’est un nom, on met une majuscule. Quand c’est un adjectif, ça reste en minuscules. Plus d’explications sur cette page : http://bdl.oqlf.gouv.qc.ca/bdl/...dl.asp?id=1361

Dans le cas précis de cette phrase, les deux interprétations sont possibles, donc les deux phrases (avec et sans majuscule) sont correctes.

→ Doit-on alors considérer « français » comme un adjectif et l’écrire avec une minuscule ou comme un nom d’habitant et l’écrire avec une majuscule ?
Concernant cette question, les grammairiens ne sont pas tous d’accord.
Pour faire simple, suivez les recommandations de l’Académie française qui considère « français » comme un adjectif et écrit : « Elle est française. »
