BTW, İlker, this Azerbaijani sentence reminds me of a little question regarding Turkish:

Hava soğuk.

Can it be said also by:
Hava soğukdur.
Is it not customary to add dir/dur to such expressions?

Firstly, it must be ''soğuktur''

It is but this is the easiest way to express it.
And also hava soğuktur may mean a probability.
For example: Hava soğuktur, belki de değildir.

But ''Hava soğuk.'' is a certain expression. There is no other way.
