"I wish I had had time for a girlfriend" olsaydı, anlam senin dediğin gibi olurdu.Dilek(I wish) yapılarında gönderme yapmak istediğimiz zamanın bir derece pastı alınır. Burada bulunduğumuz zamana gönderme yaptığımız için Simple Past Tense kullanılmış. Bu yüzden, "olsa" doğru.

ve burada past simple kullanılmasının sebebi olayların unreal olması
simple past'tan bahsetmek için de past perfect kullanılıyor
şu anda memnun olmadığımız ve değişmesini istediğimiz şeylerde de would kullanılıyor
