El problema aquí, me parece, está en que "localizar" no se refiere a encontrarse con una persona sino solo averiguar su paradero. "To locate and meet" es lo mismo que llegar hasta donde está esa persona.
No, "llegar hasta Tom" suena igualmente extraño, nadie se expresa de esa manera. En fin, habría que preguntarle al autor de la frase, si es eso lo que se quiere expresar. Quizá es similar a decir it's free, hace falta contexto.
