Hi, I'm a Japanese native speaker. Both of the two English translations are correct. こんな馬鹿なことは言ったことが無い can be interpreted in two ways:
1) The speaker said something stupid thing. Now the speaker regrets, saying "that's the stupidest thing I've ever said. (It just slipped from my mouth. And I wish I could wipe the slate clean.)"
2) Someone said something very harsh (or rude, or stupid). And then, the speaker made a comment on them -- "I've never said such a stupid thing, (but you did. I think you are too stupid to say that.)"
