Both kinds of quotation marks are common in German. Do we have a standard?

You are quite right, Hans. Aber John hat auch nicht ganz unrecht,
denn wenn wir verschiedene Zeichen verwenden,
können gleiche Sätze nicht (durch Software) als Duplikat erkannt werden.
In other words, we do have a standard. OK, I'll use it.
