Algumas palavras da terceira declinação, dentre as quais "civis, -is", fazem o acusativo plural em -es ou em -is, indistintamente. Então a frase está correta como está.

Well, if you're going to use ''civis'', you have to be consistent and use it as an accusative as well. >>Civis civis occidunt. OR Cives cives occidunt.
Also, some macrons are incorrectly ommited> cīvēs and cīvīs.
Btw, why cives/civis (citizen or subject to a ruler) instead of homines?
