"Wenn" introduces a conditional sentence, so the translation would be:
"If I had to learn English at school, at times I would bemoan all the irregularities and strange rules"
"Als" introduces a temporal sentence:
Als ich English in der Schule lernen müsste --> When I had to learn Englisch at school.
The English sentence was translated from Spanish (you can see the logs in the column on the right) by a non-native.

Thanks. I don't know what I was thinking. It's fixed now, and I have also connected it to the proper Spanish translation. Unfortunately there was already a Spanish translation of my error, which is probably orphaned now.
