{te sruma} would also be fine.
However, when you use {da} it changes the meaning:
da sruma fe lo ka mutce tolckape tcadu ku fi la .tokios. = THERE IS SOMEONE who thinks about Tokio that it is a very safe city.
This is not implied in the English sentence.
