Yes, there are other languages spoken in Samar province such as Cebuano and Abaknon. I don't think I'm in the right position to say this, but I think it would be a good thing to have this language "flags" or icons standardized (Philippine flag + respective code).
Waray, Cebuano, Kapampangan, Chavacano, Pangasinan and Hiligaynon are the languages here that doesn't show the Philippine flag. These languages are spoken in several provinces and using provincial flags seems to be unfair. For example, I'm not comfortable seeing Cebuano language using the provincial flag of Cebu, as the language is spoken widely in many provinces of Visayas and Mindanao mega-regions.
It's also unfair that the Tagalog language uses a Philippine flag without its code. It appears to be representing the entire Philippines which will raise a lot of eyebrows to other languages' speakers. It's an issue here, so we better get neutral.
What is most likely to achieve with standardized icons/flags is to show equality among these Philippine languages. After all that's what we wanted - fairness for everyone, unity and diversity all together.
The flag used for Waray language in here is actually the provincial flag of Samar. That's unfair for other speakers of Waray from other provinces. I've seen other Philippine languages using the country's flag with its code on it. I hope we get the same thing for Waray language. Cebuano and Chavacano got similar problems too.
