Thank you for your desire to improve Tatoeba through the Google Summer of Code next year. This is a very laudable goal. The Quora site has some useful general information:

I haven't had the occasion to use it myself, but this was the work of one of our Google Summer of Code students to simplify the task of setting up dev and prod environments.
