No, this website is non-commercial. Anyone can download the sentences and use them without paying: https://tatoeba.org/rus/downloads

(This means commercial entities can use them, too. If you Google for Tatoeba sentences, you'll see that many websites use them. But they don't pay for this.)

There is a Donate option https://tatoeba.org/donate but the donated money go to the website maintenance
