I interpreted この to mean that the narrator (?) was in the cellar. If you think the English sounds better with "this basement", go ahead and change it. (It's why I left it unadopted.)
'the basement', 'this basement', 'the/this basement I was in', 'this basement we were in' sound pretty much the same to me. (I was also considering 'this underground room')
思う and 思える are somewhat different words.
思える 【おもえる】 (v1) to seem; to appear likely
