No question mark is needed here since its role is played by the interrogative particle 「か」.
The comma after 「は」 indicates a pause, I believe. I think, it could be safely omitted.

Please, don't be strict about sentence ownership rule, because:
- Everyone makes mistakes in their own language as well;
- Uncertainty about correctness of foreign sentences forces me to ask others to check my doubts (as above) - it brings more members, discussions and correct solutions;
