I feel like this is too ambiguous to translate (otherwise I would). Yes, it is a valid sentence, but even the relationship between the first and 2nd part depends on the context, so it's extremely difficult to give an English equivalent. It says "If you're going to move on without doing [unspecified action], then nobody will do it," but this leads to more than 1 possibility. I believe the structure allows the 2nd part to refer to a different action than the first part.

It looks obvious to me that the objects of two parts are same. Maybe there are some exceptions, but I will never imagine it if I hear this sentence.
