"Why [was/is/will] he/she watching me?"

The {ghaH} specifies that the watcher is singular and capable of communicating using language (a person, for example; not a targ). However, if there's no risk for confusion, it can be removed.

If you want to make it gender-specific, substitute {ghaH} with a gender-specific noun.
