Not a normal English phrase,may read better as, 'What lies tell the truth' but even then a peculiar construction.
I believe, it's supposed to be paradoxal, not a regular phrase. Can it be made sounding OK, then?
It does state a paradox, but that does not mean it is a natural sounding sentence. As suggested, "What lies tell the truth" may be slightly better, but that is also pretty weird.
The sentence has no owner, so you can adopt and change it.
