Yes, you're right. In Turkish, the word "kasaba" should only be used for smaller settlements.

There are some other verified sentences calling Tehran a "town" , though.

In Hebrew and in some other languages into which I translate in Tatoeba, I call it a "city".

I think the same way. No matter what the original sentence says, the translation should sound natural.

By the way, sometimes we call Istanbul as the largest "village" of Turkey, to ironically mention unguided urbanization and intensive rural migration. But I don't think if there are any ironies with these "Tehran Town" sentences. ☺

Well, I guess when you call a big city a "town", it is intended among other things to reflect some familiarity, maybe some coziness.

I'm not sure about those "Tehran town" sentences - I hope CK will be able to clarify this point to us (those CM sentences are his responsibility).
