Annotation:

“to give someone the finger” (idiom) means to stick the middle finger up at someone. This is seen as an obscene gesture indicating that you are very angry at someone. It's similar to saying “F... off!”

Annotation:

"to cut somebody off" in this context means: when driving a vehicle such as a car, another car comes (from a different lane) and takes the lane directly in front of Tom's car, without regard for safe distance, leading to a dangerous situation where Tom may need to hit the brakes to avoid hitting the second car.

Well, that ended up quite complex for an explanation.
