a teacher teaching French
or a teacher from France
or both?
@danepo It means both, but the first thing that comes to mind is teacher of French.

If I heard this out of context, I would assume it meant a language teacher.
Likely, we'd say this differently if it were a teacher of another subject with French citizenship.
