Is it OK to copy sentences from ads and spam sentences and messages into separate sentences, with the brand name and contact information removed? Can I assume that any sentences or wall messages posted are automatically compatible with the Tatoeba license? I think if a spammer adds a sentence or message to advertise, it is likely that they either own the text or at least have permission to post it online.

I also personally agree with this, but be careful to make sure that the sentences are actually grammatical. Many of those posts seem to be full of short SEO phrases or sentence fragments but few full sentences.
I'd hate to think we're at the point where we're so short of ideas for new sentences that we need to start taking them from spam.
Spam is designed to make people think about the product or service that the spammers are advertising. We should not be encouraging them. Even with the brand name removed, a sentence based on spam tells the spammer that their message has been received, and even amplifies it. This is exactly the wrong thing to do.

No, we can't make that assumption.

We're talking about spammers, people whose regard for rights and permissions is not exactly at the forefront of their business model. We have no idea where they got the text from, and we're not about to ask.
