Could you change this into a sentence?

E.g. "尚子は、きちんと授業に出席しました。"

This is a kind of ways to command. It sounds like a teacher's command for students.

I see. It's like "国歌「君が代」は、いずれの学年においても指導すること。"

So a translation could be "Students should attend classes regularly."?
