Yes. But you can't say "Я решил сказать ей, что её люблю".
1. Я решил сказать ей, что я её люблю.
2. Я решил сказать ей, что я люблю её.
3. Я решил сказать ей, что люблю её.
I've changed this because there was a duplicate: #3777154.
You can say that, actually, but only if you put special stress on the first word that comes, i.e. её: I decided to tell her that I love *her* specifically, as opposed to someone else.
