@CK Yes in this case capitalization is needed because "Minister of Finance" is the title of the position to which he was named.
I had trouble finding an example where it's not capitalized, but here is one: " As any minister of finance knows," In this case it's not a specific title. It's similar to the capitalization of "President" in the United States.
