
What does that dollar sign do?

The $ sign means end of the line.
The ^ means the beginning of the line.
Example:
All sentences starting with Tom and ending with Mary.
^Tom Mary$

I don't think so. It's just my personal preference.
There's nothing wrong with interrogatives ending with "。". Actually, question marks are rarely used in textbooks of Japanese as a second language, but I want to use them in the sentences I own because that's how I'd write it.
I know it's against the "Don't change anything that is not wrong" rule. I could just ignore the existing sentences and add alternate ones with different punctuation, if the community consider that to be more desirable.
