je pense que c'est plutot "Je ferais mieux de rester à la maison plutôt que de sortir par ce temps là."
car "faire mieux de" est ici un choix , et pas une action dans un futur éloigné , d'où l'emploi du mode conditionel .

sinon il y a une faute de traduction, la phrase chinoise parle du "temps" "time" et non du temps météorologique :), et dans cette phrase il n'y pas d'ambiguité sur le sens de "temps"
