How can I find the list of all inactive and suspended contributors whose sentences are available for adoption?

There is no such list of contributors, but you can do an advanced search with "Is orphan" set to "Yes" in order to find unowned sentences.

This way I only can find sentences which has been released by their owners. Sentences that belong to suspended or inactive users aren't displayed.
