I get 'No results found for "All civilized countries oppose war."' and 8 results for the original phrasing that all appear to be related to this translation.
But nevermind. In this case, my source was simply my own native ear. One variant sounded more familiar than another. Sorry, I can't explain it much better!
Perhaps I prefer "oppose" because it is a more academic-souding phrasing, and I imagine this sort of sentence is typically uttered in academic settings.
It's important to be mindful that local usage doesn't always match global usage -- not the least in English.
