
I suggest changing from
"Sally admitted that she borrowed the scarf but was not guilty."
to
"Sally admitted that she borrowed the scarf, but said was not guilty."

The second half of the sentence needs a subject. For example, "she".

Is the Japanese the same as the English here? 「自分のせいではない」 is something I'd have translated to "not her fault". The word "guilty" is mostly used in the legal sense in English.

I think no comma is needed because it is a compound predicate.
In a compound sentence, a comma would be needed. For example: "Sally admitted that she borrowed the scarf, but she said she was not guilty."
