
It should be 'lie' down, but this sentence makes no sense.

lay —> lie
Try this instead:
At what time do you usually lie down?
OR, more simply,
When do you usually lie down?

"When do you usually lie down?" is an improvement over the original, but an English speaker would virtually always say "What time do you usually go to bed?"
