They both depend on the Japanese sentence :)
But the English says he is NOT economically independent of his parents, so I guess both sentences mean more or less the same :)

Yep, he IS dependent in all the languages. Literally:
POL: 'he is economically dependent'
JAP: 'he economically relies on parents'
ENG: 'he is NOT INdependent', thus 'dependent'.
