I think there's a mistake. There's no way you can talk to a chair...*chairman probably.

It's not a mistake, you can use 'chair' in that way. Similar examples from Google ...
A member must address the Chair when speaking and, if possible, must stand while doing so.
To make a motion, you must address the chair and be recognized; then the motion is made and seconded before discussion is allowed and the vote taken.
He addressed the chair with this point of order, which was sustained by the chair.

Ah! I see.
I've looked up “address” in the dictionary, not the “chair” :)
