Not a normal English phrase, may read better as, 'What lies tell the truth' but even then a peculiar construction.
I believe, it's supposed to be paradoxal, not a regular phrase. Can it be made sounding OK, then?
It does state a paradox, but that does not mean it is a natural sounding sentence. As suggested, "What lies tell the truth" may be slightly better, but that is also pretty weird.
