It's the closest thing I could think of. "Evil devils" or "evil demons" just wouldn't sound very natural.

Well, Russian «чёрт» doesn't sound very natural too, IMHO. I believe it's because Japanese has 鬼(おに).

Google search shows that "чёрт" can be used as an insult indeed, but not so often.
«Ты злой чёрт» is very low-frequency, and sometimes it seems to be used with a positive meaning.
«Ну ты и чёрт» is used more often[2], and it seems that at least some results are insults.
