This sentence has two problems: it's not very good English, and it's ambiguous. As a result, some of the translations seem to have chosen one meaning:
When Mother scolds you, don't talk back.
while others have chosen another, along the lines of:
(I've noticed that) you don't answer when Mother scolds you.
or:
In general, you don't answer when Mother scolds you.
(It's also possible that the original meaning was "scolds someone" rather than "scolds you", but I'm going to simplify things by assuming that "scolds you" was meant.)
My plan is to add some new sentences and come back to this one to do some unlinking and relinking.
