This sentence refers to Julia as a male, while it is generally a female given name. It could of course be that there are men with that name or that the person in question is being referred to by his last name, in which case the pronoun is correct.

Swift, in this sentence, it is Max who cannot attend his own party, and it explaining that to Julia (a female, of course, as you point out). It's an unusual, though not impossible situation! :-)
