Charles, your assistance is needed. Does this sentence mean that he can speak both English and French but, in this particular situation, he has to decide which one to choose. Or is it possible that we just don't remember what language he speaks so we suppose that it could be either English or French but not both of them?
Please, clear the situation. :-)

Annotation:
This can have more than one meaning.
1. He can speak one of the two languages, but I'm not quite sure which.
2. (For the upcoming speech) he can speak either French or English (depending on which is more appropriate for the audience.)
