
Actually I think this should be "She wears eyeshadow." or the original version. つけている here doesn't show that she is in the process of putting it on, but that she is in the state of having it on. I think つけている is a stative verb here.

^ that should have been "She's wearing eyeshadow."
I'm changing it to my version, feel free to argue the point.
