I am not quite sure about your comment. Nevertheless, I'll try to answer. Yes, even in hand writing, Vietnamese people have to write all these diacritical marks, because ehey show the tone of the word. A word may have 6 different tones: even - hanging - sharp - heavy - asking - tumbling. You can have a scheme of it visiting the Wikipedia article about Vietnamese phonology: http://en.wikipedia.org/wiki/Vietnamese_phonology. Inconvenient but necessary. And more convenient than the old writing system based on ideograms.

Yes, I figure it's a necessity, I was just thinking it must make your handwriting rather slow (in comparison to English, for example).
