In fact Germany has one capital an this is Berlin. But in fact it's also true that also Bonn is a city with "capital functions". It has been the capital before and even after the capital moved to Berlin, there remained a few ministries and huge parts of some others. Even this is detrimental from a practical point of view the parliament has voted for this solution to avoid a economic desaster of the region of Bonn due to the lost of the status of the federal capital. That's why I think that the sentence of Amastan isn't wrong.
