If it happened once and briefly => pudo
If it was recurrent => podía

then in this case, it can be both...
I agree with sacredceltic, in this case both "pudo" and "podía" would be right and both would be natural-sounding sentences, so you can choose the one you like most ;)
And even add the alternative. :-)
