Yes, you are right I guess. I mean I would probably say that it's more similar to the Italian "z" ...aunque eso es ya rizar el rizo (Haarspalterei - splitting hairs!). The German and the Italian "z" are very closed in their spelling but maybe the German is a bit harder pronounced. Anyway, en el fondo tienes toda la razón..
it was just a thought which crossed my mind. You know, I think often about this phonetic differences in the languages: for example, the German and the Spanish use the same letter "t" but in reality they don't spell it exactly the same way but still it's considered the same sound. But somehow it's not the same. Do you know what I mean?

Yes, of course. Well, every language has its own way of pronouncing certain letters or letter combinations; we need to make this little switch in our head when knowing in which language we need to pronounce the word ;-)

I believe the usual solution for such cases was so far using a question mark (i.e., an "unknown" flag).
