The sentence is not a common sentence and is not really something that you would expect someone to say. It would probably be used sarcastically as an insult to the woman (She) who probably never comments on the speaker's baby.

Consider this scenario: Anna went to visit Barbara at her home. Anna only stayed for a cup of tea and had to leave. Anna knew that Barbara has a baby, but has yet to comment on him/her. Barbara then tells her husband that Anna "never forgets to admire our baby" implying that she is dissatisfied with Anna's behaviour.

The Japanese says: She never forgets to praise our baby whenever she sees him. Example: "Oh! He's such a beautiful baby!"
