this is a bit strange, since to "hoist" implies lifting with some kind of device (such as a mast with a pulley) and I can't quite figure out what devices are installed on the eaves of houses or this a standard in Japan?
I suggest "hung from the eaves of houses" might be more appropriate...

So you mean that in Japan, all houses are equipped with a hoisting device for flags? That is very surprising...I've seen suspended flags, but they had not been "hoisted" but temporarily hung there...
