The way this sentence is constructed it is not a complete thought.

It sounds off to me like this. Sounds like a dictionary entry.

It's not really the proverb, even though someone has tagged it that way.

Many verb phrases got imported with the Tanaka Corpus.
I would vote to delete this, but in the past, people have objected to this type of thing, so I just filter things like this out for my own projects.

that's imported from the tanaka corpus, which (while a great source of variety imo) did have different standards

and in fact you can see there's a "not a sentence" tag and people pointing it out in the comments

i'm not sure where i stand on this personally

Unfortunately, the sentence #27534 is not a complete sentence either. It even has an appropriate tag. I guess, it hasn't been modified because of having too many translations. Yours, however, still can be modified.
